I have the honour to saknowledge the receipt of your foştirech
despatch No. 847/1917 of 15th November last regarding the question
of the measurement of ships for the purpona of unigrant licences,
1 have give the matter very careful consideration in consul-
tation with the Kaigration officers of the two main migration
centres, Amoy and Swater, and have come to the conclusion that there are serious obj sa ti ons to the Karine Surveyors muggeâtion that uniformity of measurement should be secured by an amendment
of the ordinance of 1915.
It is assumed that the proposed amendment would min at making
the present Hongkong standard the standard for sasossing the carry-
ing capacity of vesteia, coming within the scope of the Hongkong
standard involving ar di dances, engaged in the coast trade; thi
a far more rigorous basis of massurement, than that applied at the porta, the main effect of such legislation would be to reduce
the completen ta of Bri ti sh vassals engaged in the emigration trade.
It is obvious that this in itself would result in important injury
to british shipping interests, but were the Strai të trade alone
concerned the objections on this score would lose some of their
weight since the limi tati ɔns would equally affect foreign vessels
sarrying emigrants thi ther, such vesekke being brought under the
Hongkang regulations by the Singapore anno taen ta.
